On 4 June, 1997, leading members of the satellite communications industry arranged a meeting in London, where they agreed that the industry had been fragmented for too long and that a unified voice - a non-profit, international association - was needed globally to represent the interests of VSAT system and service providers, as well as end users. The promotion of the technology and the services it supports was also seen as an important role for the industry's new organisation.
On 31 March, 1998, the Global VSAT Forum was officially launched during an International VSAT Congress held in Rome, Italy, where the association's first permanent Secretary General, David Hartshorn, was introduced to the Membership by the Acting Secretary General, Susan Bull of COMSYS.
Since then, the GVF has become the single and unified voice of the global satellite communications industry. It brings together organisations engaged in the delivery of advanced broadband and narrowband satellite services to consumers, and commercial and government enterprises worldwide.
Headquartered in London, with a regional office in Washington DC and global affiliates, the GVF is an independent, non-partisan and non-profit organisation with 200+ members from every major region of the world. The broad-based membership represents every sector of the satellite industry, including fixed and mobile satellite operators, satellite network operators, teleports, satellite earth station manufacturers, system integrators, value added and enhanced service providers, telecom carriers, consultants, law firms, and users.
GVF Secretariat
The GVF Secretariat consists of David Hartshorn, the Secretary General; Martin Jarrold, the Chief of International Programme Development; and Angie Mar, the Director of International Programmes.
David Meltzer - Secretary General
Mr. Meltzer brings over twenty five years of experience in the satellite industry, including serving as a board member for both a regional satellite operator and for a mobile satellite operator. Previously, he served for 16 years in various business and legal roles at Intelsat, culminating in serving as Intelsat’s General Counsel and Executive Vice President for Regulatory Affairs. Most recently, Mr. Meltzer served as the General Counsel and Chief International Officer of the American Red Cross where he led its legal, international disaster relief and development activities.
Martin Jarrold - Chief of International Programme Development
Martin Jarrold has worked for GVF for more than 10 years, having been appointed GVF Chief of International Programme Development in June 2001. His particular responsibilities include outreach to the member organisations of the GVF and for the further development of the profile of the Forum within the satellite communications industry, and across the global telecommunications policy and regulatory community. This extends to the development and delivery of programmes focused on extending the understanding of, and promoting the use of, satellite-based communications in various key end-user vertical markets.
Mr. Jarrold is Chairman of the GVF Oil & Gas Communications Conference Series, and of the GVF Broadband Maritime Conference Series, which combined have produced 17 conferences in Europe, the Middle East, South East Asia, and South America (as of 1st July 2011). The Oil & Gas Communications Series is expanding into the Angola market in 2012. Mr. Jarrold is also Co-Chairman of the GVF Maritime Satcom Forum.
Mr. Jarrold is a frequent contributor to various telecommunications and other industry publications. In addition he regularly chairs and contributes to a wide variety of telecommunications conferences, symposia, and workshops around the world.
Previously, Mr. Jarrold was Commissioning Editor and Head of Research for Space Business International magazine. His earlier career was predominantly in teaching and writing. He holds an honours degree in History and Politics.

Premier Publishing Visibility
The GVF Directory & Satellite Resource Guide has been published every year since 2000 and has come to be regarded by satellite communications customers as an essential purchasing tool for satcom customers. (For example, certain government purchasing offices now use the GVF Directory as an internal reference for acquisitions.) The GVF Directory serves as a print and CD-ROM companion to the above-noted electronic and events-based promotions.
About 10,000 copies are distributed each year. Extensive bonus distribution of the Directory is carried out globally by the GVF Secretariat and its nearly 20 regional representatives throughout the world. The bonus distribution which is via the above-noted events and dozens of others is in addition to the copies that are mailed and delivered electronically to satellite communications customers.
Included in the four colour, glossy format are case studies on a variety of vertical-market applications and a global events wall calendar, as well as the Membership listings, which are used by potential customers as a buyer's guide.

Influence, Leadership & Prestige
The second category of benefits provided to GVF Members is more difficult to quantify, yet a strong argument can be made that they are even more valuable to each individual GVF Member. These benefits include the following:
Outsourced Advocacy:
On behalf of the Members, the GVF constantly works with regulatory, ministerial and presidential administrations throughout the world to improve operating conditions and to expand market access for the satellite industry. GVF Members have direct influence in determining market-access and other regulatory priorities undertaken by GVF worldwide.
In the past, this has translated directly into:
- Multi-million-dollar contracts for individual members;
- Issuance of service licenses, in many cases, the first-ever competitive satellite licenses issued by the government;
- Lower fees, e.g. customs duties, homologation charges, license fees, etc.;
- Prevention of implementation of regulations that would have an adverse impact on satellite system and/or service provision;
- Preservation of spectrum for use by the satellite industry (such as the battles for C-band and Ku-band underway worldwide);
- And more.
Leadership:
The present and future direction of GVF is driven largely by the Members. Only GVF Members are eligible to participate in working groups that develop solutions to a wide variety of commercial, technical, training, regulatory and other industry challenges. The GVF Working Groups serve as a GVF Brain Trust, guiding and shaping the direction and focus of the association and, thus, the industry.
Global Prestige:
GVF Members are seen worldwide as standing among the elite of the industry's leading players. The GVF is recognized internationally as the pre-eminent global satellite-industry association, and the association's strong reputation accrues to the interest of Members who are seen, rightfully, as global leaders. For this reason, by far most of the satellite industry's market leaders are counted among the GVF Members.
